Job Brief:
We are currently seeking an experienced Procurement Specialist to take on the role of Procurement Manager in our Vancouver team. This role is responsible for managing our team of Buyers and directing the overall strategic focus of procurement activities within Engineering and across the organization. The successful candidate will have significant experience with technical purchasing and supply chain management in an Engineering environment. A Degree in Engineering would be an advantage.
* Develop strong understanding related to the overall purchasing requirements across all departments and business unites across HTEC
* Partner with Project Managers and Department Managers to ensure that requirements are met
* Collaborate with designers to determine the equipment needed to complete construction projects according to specifications
* Provide direction for continuous improvements for scalable purchasing process, purchase order authorization levels, and overall policy guidelines
* Collaborate with Accounting to establish a consistent invoice approval process that mirrors the PO process, and ensure overall communication of guidelines
* Vendor development: opportunity identification, product improvements, quality management
* Provide technical expertise to support sourcing and purchasing of technical equipment for engineering projects
* Build the RFP and participate in the tendering process
* Negotiate purchase agreements with vendors and award contracts to vendors for equipment
* Coordinate with Contract Management for awarding and managing the contract terms
* Monitor any adjustments to equipment needs to ensure appropriate planning around equipment supply
* Ensure that equipment is inspected upon arrival for order completeness and/or damage
* Operate with an overall focus on product quality in highly regulated industry
Requirements:
* Bachelor?s degree in Engineering or related experience and education
* Minimum 5 to 7 years of experience working in a procurement role within a technical environment, overseeing and managing the sourcing and purchasing of equipment for complex engineering projects
* Minimum 2 years within a leadership role with people management responsibilities
* Ability to think both strategically and tactically, with willingness to dig into the details to focus on foundational pieces within the team
* Strong organization and record-keeping skills to maintain a consistent flow of equipment to our worksites and make sure vendors are fulfilling the terms of their contracts.
* Well developed negotiation skills
* Exceptional communication skills and ability to work with a wide range of team members and external stakeholders
* Experience managing and building a team responsible for technical purchasing
