Headquartered in the City of Kamloops, the TNRD provides a wide range of local government services to the population of 144,000 living within its 11 diverse municipalities and 10 electoral areas.The TNRD Board of Directors recently adopted the Corporate Asset Management Strategy which included the creation of a new role of Asset Manager. Reporting to the General Manager of Operations, the Asset Manager?s primary focus is to develop, implement, and manage the regional district?s strategic asset management program. This position will also be responsible for managing the TNRD?s fleet of vehicles and mobile equipment. This position requires excellent interpersonal and technical skills and involves a broad range of office and some field work. The work involves working closely with all TNRD departments to implement an organization wide asset management system, this will include data collection; condition reporting and life-cycle costing; record keeping and preparing project lists for annual infrastructure replacement and upgrades. A solid understanding of database concepts is required to succeed in this role. A large portion of assignments require a high degree of independence and judgment.Key Responsibilities: Implementation of the regional district?s recently adopted Corporate Asset Management Strategy and updated Asset Management Policy. Working closely with department managers to implement an asset management planning system to be utilized consistently across all TNRD departments. Departments with the majority of assets and vehicles include: Utility Services (13 Water and Wastewater systems) Solid Waste & Recycling (26 transfer stations & eco-depots) Libraries (13 library branches) Office facilities (2 offices in Kamloops) Fire Protection Services (9 rural fire departments) Community Services (community halls, parks, cemeteries) Working closely with the Finance department, ensure implementation with all systems integrates with budget planning and reporting systems and software. Establishes and leads the cross-function asset management working group. Lead the implementation and maintenance of organization wide asset management software solution. Oversees asset management projects involving consultants and internal/external stakeholders. Implement an organization wide fleet management system which includes acquisition, maintenance, and disposal of corporate vehicles. Working with department managers, ensuring fleet vehicles and mobile equipment are managed as per existing policies. Update any fleet vehicle and mobile equipment policies as required. Lead procurement of new/replacement vehicles working closely with department managers to ensure their needs are met.Job RequirementsOur preferred candidate will have the following:Required Education and Experience: Bachelor?s degree in a field related to asset management, such as Engineering, Business, Finance, or Management Certificate Five (5) years experience in asset management, including implementing an asset management program A suitable combination of education and experience relevant to the position may also be considered. A current and valid Class 5 BC Driver?s License and satisfactory driving record.Required Knowledge, Skills and Abilities: Knowledge of local governments in BC, particularly in the areas of public works and infrastructure asset management principles.
